President Paul Kagame (Rwanda) Remarks at the Washington Accords Signing Ceremony December 4, 2025

President Paul Kagame (Rwanda) Remarks at the Washington Accords Signing Ceremony December 4, 2025

Excellency President Donald Trump, Excellencies, Heads of State and Government, distinguished guests,

Expressions of Gratitude

  • To my fellow African heads of state and government: Your presence confirms the broad support necessary for these efforts to succeed.

  • To the representative of His Highness Sheikh Tamim bin Hamad of Qatar: Qatar’s role has been absolutely central.

  • Above all, to President Donald Trump: No one asked you to take this task—our region is far from headlines—yet you immediately seized the opportunity to contribute to peace.

U.S. Leadership in the Process

  • This 30-year conflict saw countless failed mediations that never resolved underlying issues.

  • President Trump brought new, effective dynamism, creating space for breakthroughs through an:
  • Even-handed approach (never taking sides)
  • Future-oriented focus
  • Emphasis on prosperity and investment as the dividend of peace

  • His pragmatic style ensured the process did not become an end in itself.

  • Special appreciation to Secretary Rubio and Massad Boulos—their dedication made today possible.

Path Forward and Responsibility

  • These accords provide the clearest and most viable path ever to end the conflict permanently.

  • If the agreement falters, responsibility lies with us in Africa, not President Trump.

  • We must consolidate and expand this peace despite inevitable challenges.

  • Rwanda will fulfill its obligations—our sole objective has always been security after immense tragedy.

  • We now look forward with confidence to a prosperous and stable future.

Thank you for your kind attention.
